Lots of photos and descriptions of piercings. This sounds like it would be a "vertical shaft ampallang". An ampallang usually goes horizontally through the head of the penis and can be done vertically as well. When done on the shaft it's still an ampallang but it's a "shaft ampallang" and most recommend going through the urethra essentially creating "two" piercings.
