The punishment for touching himself without permission should be severe. He should be made to find you a stud and clean you afterwards. Only when he has done this and promised to repeat this as often as you want should he be freed for a milking.

Keep him locked up, Milk him every day for a week (more or less up to you) whenever the notion takes you, make him consume his product, and if you want to cause some pain swab the inside of his prick (urethra) with a cotton swab and capsaicin (pepper) cream. If not that make him ware a but plug of ginger root for a few hours. Or rub his sack with a little icy hot. It don't take much, but it will make him holler. Hope this helps.
